So, my email to Cllr. Eddie Johnson prompted a quick(ish) response. Take a read.

Dear Mr Hagon

Thank you for your email dated 27 October 2016, regarding highways issues in Winstree Road, Stanway.

I appreciate the time you have taken to contact me and have noted your concerns. As your email covers a number of separate factors, and for the sake of clarity, I will address the points raised individually below.

Condition of the road surface:

Our Highways officers have confirmed that the section of road near Holly Road was last evaluated on 19 October 2016. Whilst deterioration was recorded during this visit, the carriageway was not assessed as meeting the criteria set out in Essex County Council’s Maintenance Strategy for immediate repair. The junction will however be closely monitored; any signs of further weakening will be raised with our engineers for appropriate prioritisation.

Speed restrictors and outstanding cycle path issues:

In addressing the issues relating to the layout of the speed restrictors/speed cushions, I am advised it is anticipated that our Contractors will be returning to Winstree Way in early-mid December 2016 to make any necessary adjustments.

Parking issues:

It is recognised that parking availability in residential areas can be at a premium, especially within the vicinity of local schools during term time. If the parking issues are being caused specifically by parents accessing the school, Stanway School itself might be best placed to act here by liaising directly with parents to dissuade them from parking inappropriately. Otherwise, responsibility for parking restriction implementation, maintenance and enforcement has been devolved to District/Borough/City Council level. These functions are administered by the North and South Essex Parking Partnerships (NEPP & SEPP).
